Analyzes the non-substantive responses matters which often occurs in the bidding documents for bidders＇ qualification,business requirements and technical standard and so on,and puts forward corresponding suggestions.These suggestions can be used for reference for tenders to compile the scientific tendering documents and for bid-ders to improve their bidding documents as well.
