摘要
地方政府之间在"招商引资"上的标尺竞争和政府治理模式的转型是决定中国基础设施投资的两个重要因素。以苏浙鲁粤四省为例,实证分析高速公路供给竞争的状况,发现高速公路的建设具有"你追我赶,争先恐后"的竞争性特征和竞争态势。
Yardstick competition of investment promotion among local governments and the transformation of government governance model are two key factors of determinning infrustructure investment in China.Taking Jiangsu,Zhejiang,Shandong and Guangdong as examples,from the empirical study on the situation of highway provision competition,this paper draws a conclusion that the highway construction of local government possesses the"catchup"competitive characteristics and competition situation.
