On the Construction of Software Index of New Rural Construction Corresponding to Urbanization

城市化是我国经济社会发展的长期战略,新农村建设是党和国家促进经济社会稳定和谐发展的具有战略性意义的基本国策,如何准确定位新农村建设政策目标,客观评价新农村建设绩效已成为破解基层新农村建设实践中困惑与盲目的有效突破口。然而,目前新农村建设目标定位和建设绩效评价中存在的误区引发了新农村建设与城市化进程契合综合评价中"软件"指标的缺失。故应在明晰新农村建设与城市化进程契合内涵的基础上,从主观型和客观型契合角度探讨新农村建设与城市化进程契合软件指标体系的构建,在城乡文化的矛盾碰撞与熔合中构建新型城市文明。

Urbanization is a long-term strategy of economic and social development in China,and new rural construction is a strategic national policy to improve the stable and harmonious development of economy and society.How to define the goal of new rural construction and objectively evaluate its performance is an effective way to solve the difficulties in the process of construction.However,the mistaken ideas about target definition and performance evaluation of new rural construction lead to an absence of software index of new rural construction corresponding to urbanization.Therefore,we should discuss the construction of software index system from the subjective and objective perspectives,to build a new type of urban civilization in the process of collision and fusion of urban and rural cultures.
