煤炭工业利用国际国内两种资源、两个市场的相关问题研究

A Research on the Questions Concerning the Utilization of Both International and Domestic Resources and Markets

随着全球经济一体化的趋势，我国煤炭工业的发展要放到国际大环境中考虑，利用国际市场、国际资源和利用国内市场都具有重要的意义。从煤炭出口利用外资和投资融资３个方面介绍了我国煤炭工业利用国际国内两个资源、两种市场的现状。认为煤炭工业利用国际国内两种资源两个市场的主要措施是：转变观念，增强信心，迎接挑战；积极开拓市场，扩大需求；拓宽融资渠道，扩大直接融资比重；用引进外资和技术嫁接的方法改造我国煤炭企业；鼓励大型煤炭企业集团从事海外开发和进一步改善煤炭工业的投资环境。

Facing the economic globalization, the future development of China's coal industry can not be separated from the international environment. The utilization of international and domestic resources and markets shares the same importance. This article introduces the present status of the practice of China in these fields by analyzing the three aspects such as coal exports, utilization of foreign capitals and utilization of investments and financing from abroad. The article also proposes some key measures to be taken by the coal sector for utilizing the two resources and two markets both at home and abroad. These include meeting the challenges with stronger confidence; opening up markets and invigorating demands; broadening the channels for financing and enlarging the proportion of financing; introducing foreign capitals and technical grafting to transform the coal enterprises of China; encouraging the large-sized coal enterprises and industrial groups to undertake overseas development projects and further improving the overall investment environment of the coal industry.
