日本实施《国民收入倍增计划》的背景、措施及启示

Background,Measurement and Enlightenment of Japan'sNational Income Multiplication Plan

上世纪60年代开始,日本成功实施了《国民收入倍增计划》,实现了国强民富。该计划以解决经济高速增长过程中出现的农业与非农业之间、大企业与中小企业之间、地区之间、各阶层收入之间、过度依赖海外市场与内需严重不足等诸多不平衡增长问题及其引起的各种社会矛盾为背景,通过以提高劳动生产率为核心的一系列政策措施进行国民经济的调整和转型,达到了强国与富民协调发展的目的。如何使普通劳动者同步享受"国富"带来的"民富",参考、借鉴日本方面的成功做法,对提高我国普通国民收入,扩大内需,优化产业结构,促进经济持续稳定发展具有重要意义。

Since the beginning of the 1960s, Japan has carried out National Income Multiplication Plan successfully, making country strong and people rich. The plan aimed at the unbalanced growth between agriculture and non-agriculture, big and small enterprises, over-dependence on overseas and serious shortage of domestic demand, and the income difference among regions and classes, as well as various social conflicts incurred by these unbalances. Japan undertook to adjust and transform national economy through a series of policies and measurements at the core of improving productivity, so as to strengthen nation and increasing people＇ s income. How to make the masses＇ welfare keep pace with national fortune remains an issue, so we should draw experiences from Japan, increase the income of ordinary citizens, expand domestic demand and optimize industrial structure, which has an important meaning for sustainable and stable development of our economy.
