可持续发展是人类２１世纪的主题。防灾减灾建设是实现我国经济可持续发展战略和缩小东部与西部经济发展差距的重要举措。防灾减灾建设包括工程建设和非工程建设，本文阐述了我国东西部经济发展差距的自然因素，举例剖析了加强我国西部防灾减灾建设的重要性及确保经济可持续发展的必要性，以实现资源、环境与人类可持续发展的战略目标。

Sustainable development is the theme in the 21st century. The paper describes the engineering construction of natural disaster reduction and reduction of economic development different distances between the eastern and the western of China,which is the measure in realization of sustainable strategy, and summarizes the natural factors resulting in the economic development different distances between the two areas, and examples to analysis that enhancing the construction of natural disaster reduction is very important and to make the sustainable development is very necessary.
