This article is about the new high science and technology export strategy.In the middle of the 1990’s,the economy of the U.S.was declined,the competition of high science and technology in the world market was more and more keen and the burden of employment was heavy.In order to change the situation,Clinton administration took a new strategy.In addition,the article analyses the defect of export control system which was taken before and the necessity of taking a new export control system.The article also disscusses the influence of the new strategy on China.
