摘要
我国现行科技计划体系中,成果鉴定、科技投入及人才政策系统为其核心构成。由于其行为主体均是公权部门即政府主管部门,实际运行暴露出诸多体制性问题,使得公共科技服务不均等、不公平,政策资源和资金投入低效使用或造成浪费。以第三部门为主体组成技术联合体,承接上述政府职能,发挥客观公正、参与广泛、科学民主和专业化、独立性特点,是改革突破口之一。论证其必要性与合理性,藉此提出对策性建议。
In China 's current science and technology management system, scientific and technological achievements appraisal, scientific and technological input and scientific and technological talent policy are the cores of this system. Because its main actors are the public power sector, the government authorities, the actual operation reveals a number of institutional issues, such as public technology services unequal and unfair, policies, resources and money inefficiently or wastefully used, which constrain the progress and innovation of science and technology. The third sector, the actor of the technology consortium, undertakes the above- mentioned fiinetions of the government. The third sector is fair, extensive, scientific, democratic, professional and independent - oriented. It is the next breakthrough of the reform. This paper will demonstrate its necessity and legitimacy and propose recommendations accordingly.
