摘要
由于语言具有承载与构建文化和标记国家与民族的社会文化功能，语言战略对国家十分重要。语言战略主要由语言规划、语言政策以及语言教育等方面构成。我国是一个多民族多语言国家，语言格局复杂，同时我国正处在改革开放经济腾飞时期，外语教育十分兴旺。因此，我们必须深刻思考与深入研究语言战略，做出相应调整，进一步增强关于语言的民族文化意识，珍惜爱护母语，保护少数民族语言和方言，维护语言文化多元生态；认真考察外语教育的实际需求，进一步规范和计划外语教育，有效地抵制与规避外语教育对民族语言文化包括思想意识的负面影响。
Since language functions as the vehicle for transmitting and fostering culture and identifying a nation, it is of vital importance to have an appropriate language strategy, which is realized fundamentally through language planning, language policy, and language education. As a country of more than fifty national minorities, China faces a complex linguistic situation of diverse languages and dialects. Due to the needs of opening to the outside world and economic development, foreign language education, English education in the main, has been developing rapidly. The existing linguistic atlas and ever booming foreign language education in China both demand a more profound and sophisticated language strategy for raising the national awareness of language as the cultural and national identity, maintaining languages of national minorities and dialects, further planning and regularizing foreign language education so as to reduce and avoid effectively the possible negative impact of foreign language education upon the national language, culture and ideology.
