论国家科技奖励评审机制的完善思路

Research on Perfecting the National Science and Technology Reward Evaluation Mechanism

评审是开展国家科学技术奖励的关键与难点所在。目前国家科学技术奖励评审工作还存在着一些不足,需要从以下几个方面来完善国家科学技术奖励评审工作:扩展评审专家来源、加大同行评审力度、推行验后授奖制度、细化专家回避制度、引入中介评审机构、明确评审专家权责、加强评审过程监督。

Evaluation is the key and difficulty to carry out the national science and technology reward.At present the national science and technology reward evaluation work has some insufficiencies,so it needs to perfect the national science and technology reward evaluation from the following aspects： enlarging resources of evaluating experts,expanding range of peer review,implementing reward after examination,explicating challenge system of expert,introducing evaluating intermediary,defining rights and duties of evaluating expert,and enhancing supervision of evaluating procedure.
