摘要
各国在经历了全球性金融危机后纷纷强化金融监管,通过变革寻求出路。美国大力进行金融改革,通过整合与优化监管体制、强化金融消费者保护、实施全面监管等措施力图摆脱危机。这些措施体现了美国当局金融监管理念的变化,也显示了后危机时代金融监管的基本发展趋势。中国应以人为鉴未雨绸缪,及时反思和检讨传统监管理念并对其进行更新和重塑,在金融监管体制上强化协调与配合,在金融监管方法上侧重金融活动和金融监管的实际效果,在监管范围上实现全领域、全过程和全参与者的覆盖,以实现金融安全和市场稳定。
Countries strengthen financial supervision after the crisis,seek a way out through reform.The USA takes measures to break out by optimizing supervision regime,reinforcing consumer financial protection and implementing comprehensive supervision which reflect the trend on financial supervision in the post-crisis era.China shall review the traditional supervision idea and update it,consolidate supervision regime,emphasize the effect of financial activities and supervision,cover all areas,process and participants in order to ensure the financial stability.
