摘要
以1998—2007年中国30个省份的面板数据为基础,在考虑空间效应的基础上,应用随机前沿模型对各地区创新效率进行实证测评与分析.研究结果表明,中国的创新生产表现出规模报酬递减的性质,且R&D人员投入比R&D经费支出具有更高的产出弹性;空间效应对区域创新效率的提升具有显著的正向影响,邻近地区的R&D活动对本地区产生积极作用.其他控制变量中,劳动者素质、基础设施对区域创新效率有显著的正影响,而产业结构有显著的负影响.本文结论为国家及地方创新工程建设提供政策依据.
Based on the panel data of 30 provinces in China during 1998 -2007, using the stochastic frontier production function, it makes an empirical analysis on the regional innovation efficiency of China considering spatial effects. Research conclusions illustrates that Chinese innovation production has a decreasing scale return, and R&D personnel input has higher output elasticity than R&D funds expenditure; spatial effects has a significant positive effect on region innovation efficiency, and R&D activities of adjacent regions play a positive role in the region; among the control variables, educational level of workers and the infrastructures have positive correlations with region innovation efficiency, while industrial structure has a significant negative correlation. It provides policy basis for national and regional innovation.
