高校“二级管理模式”中科技重大项目组项问题研究

A Study on Two-level Management Mode of the Major S&T Projects in University

对目前高校科研管理中采用的"二级管理模式"进行分析,指出在科技重大项目组织过程中存在的薄弱环节:高校科研处与院系科研管理部门互动不够,针对目前的科研现状缺乏对重大项目的总体布局;高校科研处、教师与国家科技主管部门的沟通不够,与科研相关信息的掌握不够及时、准确和全面.针对上述薄弱环节提出建议,改进"二级管理模式"运行机制,从而完善高校科研管理体制,提升高校在承担国家科技重大项目中的作用.

Currently, the two-leveL management mode is widely used in scientific research management by most universities in China. The mode has weakness. Firstly, inadequate communication between the university and its college-level S＆T departments, and lack of overall arrangement for major S＆T projects. Secondly, inadequate communications among university S＆T division, professors and National S＆T Ministry, and lack of timely, accurate and overall related information. So it proposes some suggestions to improve the operative mechanism of the two-level management mode, consummate the system of university S＆T management, and enhance the function of universities during the implementation of major S＆T projects.
