摘要
探讨了国防科研发展的规律,归纳研究了高校从事国防科研应遵循的指导原则.讨论了高校国防科研管理的重点,研究了国防科技产业集群、国防科技成果"潜应用"的外溢效应、国防科技竞争机制、国防科技的柔性化和弹性化的管理体制等具体问题,概括了国外经验对发展我国国防科技事业的启示,提出了加强高校军工科研管理的若干建议.
It discusses the laws for research and development of national defense, and summarizes the guiding principles for universities to engage in defense research. It discusses the material issues for the scientific research management of national defense in universities, and analyses some important problems including the industry cluster, spillover effect of the application of research outcomes, and the competitive mechanisms and management systems of defense science and technology. It provides the insights of foreign experience, and puts forward suggestions to strengthen the scientific research management of national defense in Chinese universities.
