Meanwhile, the structure of the inputs and outputs of regional innovation system （RIS） is gradually becoming a main factor influencing the resources allocation efficiency （RAE）. In order to increase the RAE in RIS, it is important to analyze the structure of the inputs and outputs of RIS, and reveal the development rule of the RAE in RIS.
