三峡湖北库区生态补偿问题研究

On Ecological Compensation Mechanism of TG Area in Hubei Province

建立健全三峡库坝区生态环境补偿机制,是全面落实科学发展观的重大战略举措,是帮助库坝区建设秀美山川、实现移民"搬得出,稳得住,逐步能致富"目标的途径创新,也是进一步加强三峡库坝区生态环境建设和保护的迫切需要。本文通过对建立三峡库坝区生态补偿机制重要性和必要性、库坝区生态环境发展现状、实施生态补偿政策的有利条件、总体思路、补偿原则、标准、途径和方式的分析研究,有针对性地提出了政策建议和具体措施。

To establish and improve the compensation mechanism of the ecological environment in TG（the Three Gorges） area is a significant strategic move to comprehensive implementation of the Scientific Development View.It is also an innovation for TG Project construction and the resettlers＇ satisfactory resettlements and success in getting rich gradually.Moreover,it is also the urgent need of further construction and protection of the ecological environment in this area.Related proposals and exact measures are put forward in this article on the basis of analyses of the importance and necessity of the compensation mechanism,the current situation in the reservoir area,the favorable conditions,the general planning and compensation principles,standards,ways and means of implementing the compensation policies.
