社会结构具有使动与制约双重性。新生代农民工的特征和优势使其在城市融入过程中并不总是受动或顺从的群体。在一定时空中运用规则和资源持续不断地进行能动的"乡城搏弈",创造城市融入条件,探索在结构性制约下城市融入的自致路径既是可能的、现实的,也是有效用的。社会政策的优先次序选择,对城市融入状况产生重要影响。

The social structure has the ambiguity of actuating and restricting. The new migrating peasants＂ characteristic and superiority caused them not always to be passive and obedient in the process of integrating into the city. They endlessly carried on dynamic ＂Game Playing between Countryside and City＂ under the certain time and space using rules and resources, created the condition of integrating in- to the city. It was possible, practical and effective to explore the self endowed path of the countryside integrating into the city under the condition of the constituted restriction. The precedence chooses of the social policy had important effect on the condition of integrating into the city.
