新形势下我国农村基层信访工作的路径选择——以“日照模式”为借鉴 被引量:5

摘要 面对我国不断出现的农村信访新情况、新问题,必须理性认识信访工作,高度重视无序和越级上访问题。借鉴"日照模式"经验,新时期我国农村基层信访工作的基本路径应是:以新理念引领信访工作新实践,转变信访工作思路注重从源头上解决问题,加强作风建设创新工作方法,重视制度建设建立信访工作长效机制,加强农村普法教育提高农民法律素质,把农村基层信访工作与建设社会主义新农村结合起来。 Facing to the new situation and question of Chinese rural visits and letters appeared unceasingly, it must rationally recognize the visits and letters work, highly pay attention to the problems of disorder petitioning and petitioning to higher levels. Using "Rizhao Model" as for reference, Chinese rural grassroots' visits and letters' basic path under the new situation was that the new practice of vis- its and letters work led by the new idea, changing the working thoughts of visits and letters and solving the problems from the source, strengthening the attitude construction and innovating the method of work, p ening th aying attention to the system construction and establishing the persistent mechanism, e rural legal education and improving the peasants' legal quality, combing rural gragsr its and letters work with constructing new socialist countryside.
