金朝时期,台谏监察宰执,宰执控制台谏。朝廷有台谏回避宰执的规定,但台谏依附宰执的现象仍然存在。皇帝既鼓励和支持台谏,又信任和袒护宰执。金朝台谏与宰执的对立和斗争,形成一种互相制约的关系,最终集权于皇帝。
In Jin Dynasty,TaiJian officers supervised prime ministers.At the same time,prime ministers controlled TaiJian officers.There were regulations for TaiJian officers to sidestep prime ministers in the imperial court,but some TaiJian officers still depended on prime ministers.On the one hand,emperors encouraged and supported TaiJian officers.On the other hand,emperors trusted and shielded prime ministers.TaiJian officers and prime ministers opposed and struggle with each other.Therefore,the relation of mutual constraints existed between TaiJian officers and prime ministers.As a result,emperors mastered the political power.
