The ＂Year-end Secret Assessment＂ has been a kind of system that assessed the local officials above prefect yearly since Qianlong period.The assessment form had confidential characteristics,and the Emperor could achieve the purpose of controlling local senior officials through checking the comments reported by governor-generals.Compared with ＂the Evaluation of the Chief Governor＂,the ＂Year-end Secret Assessment＂ had a greater impact on the local officials＇ official career.
