农村公共医疗服务是农村社会保障的最高层次,其实质是一种社会福利,本质是提高农村全体居民的健康水平。在其开展工作的过程中,应当在指导理念、工作内容、服务对象等方面与农村医疗救助和保险相区别开来,为将来建立统一的城乡医疗保障制度打下坚实的实践基础。

The rural public health service is the highest level of the social security in rural areas, of which the essence is a kind of social welfare, and the purpose is to improve the health of all residents in rural areas. Consequently, this work must be different from the rural medical assistance and insurance in its work guidelines, contents, service targets and so on. Then a solid practice foundation could be laid for establishing a unified medical security system in the future.
