廉洁从政的标尺和规范——如何理解和贯彻《廉政准则》

The Scale and Standard of Clean Governance——On How to Understand and Implement Code of Ethicsfor the CPC Cardres

领导干部廉洁从政、规范从政是中国共产党管党治党、反腐倡廉建设的重要内容。《廉政准则》的颁布对于进一步完善惩治和预防腐败体系建设、落实以人为本的科学理念、优化政治生态、促使党员领导干部廉洁自律规范从政具有重大意义。与1997年颁布的《廉政准则》(试行)相比较研究,《廉政准则》体现了与时俱进、全面深入,突出制度创新,要求更严、范围更宽、力度更大的特点。制度要真正有效管用,要在党员干部中加强对《廉政准则》的深入系统的学习教育;要重在落实,提升执行力;要完善制度建设,着重从源头上预防,以确保《廉政准则》真正得到贯彻落实。

The simplicity and regularity of leaders in governance is the crucial content of handling party affairs and anti-corruption construction of Chinese Communist Party. The issuing of Code of Ethics is of great significance for further perfecting anti-corruption system construction, implementing the scientific concept of human-oriented, optimizing the political ecosystem, and prompting the honest autonomy in governance of party members and the leading cadre. Comparing with Code of Ethics （for trial implementation） issued in 1997, the present one reflects the features of keeping pace with the times, entirety, system innovation, stricter and wider demands and more strength. To be truly effective system, honest standards education must be strengthened in the party cadre. Emphasizing on implementing standards, promoting execution and perfecting systematic construction, ＂the honest standards＂ must be implemented from the original aspects.
