南京市基本公共卫生服务现状及均等化政策建议

The Status Quo and Measures Against the Equalization of Basic Public Health Services in NanJing

新医改明确提出努力实现人人享有基本公共卫生服务均等化,从2009年起,逐步向城乡居民统一提供疾病预防控制、妇幼保健和健康教育等基本公共卫生服务。南京市基本公共卫生服务工作起步早,相关制度健全、管理规范,社区卫生服务的南京模式被国家卫生部推广。但南京市基本公共卫生服务城乡差距明显,与均等化目标差距较大。在审计实践的基础上,描述了南京市基本公共卫生服务现状,提出了实现均等化政策建议,旨在促进南京市基本公共卫生服务健康、持续发展。

The new medical reform explicitly put forward the efforts to achieve universal access to the equalization of basic public services,Since 2009,basic public health services are gradually provided to urban and rural residents such as disease prevention and control,maternal and child health,health education and so on.Basic public health services in Nanjing began early,institutions are sound,management is standardized,and community health service model in Nanjing is popularized by the Country Ministry of Health.However,the gap between urban and rural areas of Nanjing basic public health services is distinct and a big deviation in the goal of equalization.On the basis of the audit practice,reflects the status quo of basic public health services in Nanjing and put forward policy proposals to achieve equalization in order to promote healthy and sustainable development of basic public health services in Nanjing.
