基于失地农民权益保护的农地产权制度改革

The Reform of the Farmland Property-right Institution Based on the Rights and Interests Protection of the Land-lost Farmers

随着国民经济发展和城市化进程的加快,越来越多的农业用地转为城市建设用地,由此衍生了大量的失地农民。然而,受现行农地产权制度缺陷的影响,农民在失地过程中权益严重受损。因此,必须改革农地产权制度,为保护失地农民权益提供有效的内部激励和外部约束。

With the national economy development and the urbanization＇s acceleration,more and more agricultural lands was transformed into the city constructive land,a great deal of the land-lost farmers are derived from.However,as the farmland property-right institution presents some defects,the land-lost farmers＇ rights and interests are impaired seriously.Therefore,for the sake of protecting the land-lost farmers＇ rights and interests,we should reform the farmland property-right institution.
