服务业发展可以有效拉动区域经济增长,但如何实现这一目标却众说纷纭。文章在考察发达国家与地区服务业发展战略后,反思辽宁的资源禀赋,按照资源获取—战略模式选择—战略实施侧重点—-战略实施保障的逻辑顺序展开对区域服务业发展战略的思考。
