网络舆论环境建设研究

Research on the Construction of Online Public Opinion Environment

互联网已成为主流媒体之一,网络舆论的作用日益凸显。但当前网络舆论环境亦存在着一些问题,针对此,对如何优化网络舆论环境做了调研分析,认为:引导和优化网络舆论环境,需要健全网络法律法规,规范网络环境,增强网民法制观念;开展网络伦理教育,提高网民道德素质,促进网络服务商加强行业自律;政府及时透明地公开信息,利用"意见领袖"引导舆论,促进官民之间的理解与互动;健全网络技术,保障网络安全,建立完善的网络监管体系。

With the internet becoming one of the mainstream media,online public opinion has become increasingly important.However,there are still problems besetting the environment of internet public opinion,according to which this article puts forward suggestions,arguing that： in order to manage and improve online public opinion environment,perfect internet legal system is needed to regulate internet environment and strengthen the internet users＇ legal awareness;internet ethical education should be carried out to enhance online ethic;internet servers should be pressed for self-regulation;the government should make sure of the clear availability of information to the public,making use of ＂opinion leadership＂ for the direction of public opinion for the improvement of the communication and interaction with the public;internet techniques should be perfected to insure online safety and the establishment of internet regulative system.
