Deliberative democracy,which is as a practical ideal,can improve the legitimacy,scientific nature and executive ability of public policy,cultivate and develop citizen＇s governance ability,and promote social capital.Normative institutional form is an importance approach and effective guarantee to realizing the practical value of deliberative democracy.Western counties have created kinds of typical institutional forms of deliberative democracy,such as citizen jury and deliberative polls.
