政府社会管理方式创新的对策研究

Research on the innovation of government social managements

近年来,上海围绕建设服务政府、责任政府、法治政府的目标,积极探索社会管理的新方式,并取得了一定成效,但管理体制不顺、管理效率不高、管理方式单一等问题仍没有得到根本改变。因此,通过针对不同层级的政府部门在社会管理领域遇到的主要问题、采取的社会管理方式、取得的实际效果、形成的基本经验等进行深入调查研究,从政府社会管理的基本概念出发,借鉴发达国家政府社会管理方式的相关经验,总结上海在政府社会管理方式上存在的主要问题,提出政府社会管理新方式的对策思考。

In recent years, Shanghai achieved certain success based on the target to build service government, responsible government and law government. However, several problems such as the low efficiency of management had not been fundamentally resolved. Thus, we should learn from the experiences of social management in developed countries such as how they take different methods to solve different problems. We should also summarize the main problems existing in Shanghai＇s social management and put forward new method of social management.
