城市防灾基础设施功能安全评价指标研究

Safety Evaluation Index of Infrastructure Function for Urban Disaster Prevention

随着城市化程度的提高,社会经济的发展,城市防灾得到越来越多的重视。城市防灾基础设施功能安全评价指标研究是其功能安全评价研究的基础。文章结合城市防灾基础设施的特点,运用系统工程的基本理论和方法,以全寿命周期理论为指导,从功能安全角度出发分析了城市防灾基础设施功能安全的影响因素。通过专家咨询打分,运用层次分析法尝试对城市防洪基础设施功能安全的各影响因素进行专家权重赋值,为进一步功能安全评定研究做好基础工作。

With the improvement of urbanization and socio-economic development, urban disaster prevention is getting more and more attention. The safety evaluation index of infrastructure function for urban disaster prevention is the basis work for the functional safety evaluation research. Combining with the characteristics of urban disaster prevention infrastructure, this paper analyzed the factors influencing the functional safety for the infrastructure based on the theories of system engineering and life cycle. The analytic hierarchy process was used to weight each influencing factor by experts＇ scores for further function safety evaluation.
