How to construct a scientific relationship between the Party and the Government which suits China＇s reality consider- ing the establishment, implementation and supervision assessment of policy is a challenge facing the grass - roots government of China now, and it is also a demand of the society for the government. Considering the situation, Kaiyuan City of Yunnan Province has started active and beneficial explorations, proposing and practicing the leadership administration guarantee system signified by ＂grand administration＂ in the course of the rural - urban integration reform.
