世界经济已趋于好转,但距实现稳定增长还存在一定距离。当前中国经济增长的动力主要源于政府投资和房价飙升,民间消费和投资不足成为启动内需的难题,而这一难题产生的根源在于收入分配不公,过于强调效率,过于向资本倾斜,调整政策落实不到位。解决问题的关键在于分配政策的进一步调整和落实,初次分配要切实体现公平,再分配要进一步强化公平,合理调整政府支出结构。

The world economy is becoming better but there is still some way to go before the steady growth is achieved.The power of China＇s current economic growth is mainly from government investment and soaring housing prices.Deficiency of private consumption and investment are the barrier against the expansion of domestic demand.The root cause is the unfair distribution.Too much emphasis is on efficiency and capital while the adjustment policies have not been implemented.The key to this problem is the further adjustment and strict implementation of the distribution policies.The initial distribution shall be fair enough and the redistribution shall improve the fairness and adjust the expenditure structure.
