Ethical Analysis of the Value Tropism of Commonweal in the New Healthcare System Reform Policy

新医改政策中, "公益性"的价值取向有待于理论澄清。医疗卫生的公益性只能以社会公共利益为目的,不能有"营利、生存和发展"的目的。在既定医疗卫生体制下,公立医疗机构难以回归公益性。建议调整现行医疗卫生的公益性政策:各级政府才是医疗卫生公益性的责任主体,而非公立医院。

In the new healthcare system reform policy, the value tropisms of commonweal theory need to be clarified. The intention of the commonweal of the health care behaviors is only the social public interests, not profit, living and development. Under health care system policy nowadays, it is impossible that the commonweal of the public hospitals is regressed. The commonweal policy of now health care system should be adjusted. The advice is that it is the different level governments, not public hospitals should be responsible for the health commonweal cause.
