摘要
按照上市公司的模式对石油企业进行重组改制,意味着石油企业将走上市场化运行的轨道,因此,油气勘探的发展思路和发展目标要按照市场化运行机制的基本要求,从对储量的“量”的追求转变为对储量的“质”和资源接替可持续发展的追求;勘探计划和业绩考核办法应在现有的以勘探成效、储量成本为主要效益指标的基础上进一步完善。建议以实现储采平衡和资源接替作为编制勘探计划的出发点,以完成年计划油气产量所需的可动用的可采储量为勘探业绩的主要考核指标,同时要把好评价勘探的论证决策关,努力避免在无开发价值的地区投入工作量、展开评价勘探。
The restructuring of petroleum enterprises by following the format of listed companies implies that petroleum enterprises will be brought up to par with market operations. Therefore, the development goals and strategy for oil and gas exploration have to be made in accordance with a market operation system. So, the 'quality' rather than the 'quantity' of reserves and the sustainable development of resources should be pursued. How planning, exploration and assessment goals are met should be perfected based on current practices where exploration efficiency and cost for reserves are the major efficiency indicators. The balance between reserves, production and the sustainable development of resources should be the starting point in formulating an exploration plan. The recoverable reserves required for realizing an annual production quota should be used to determine exploration achievements. At the same time, sound decisions should be made in evaluating exploration opportunities to avoid unnecessary work in areas with no development value.
