From the aspects of standardized petroleum drilling enterprise health, safety and environment standard management model, reduction of different accidents, decrease of cost and increase of economical earnings, the article presents the necessity of implementation of HSE for drilling enterprise. The author also points out that the effective approach for drilling enterprise to enter the foreign and domestic market, raise the economical earnings, social reward and environment reward is to implement the HSE standard.
