中国与苏丹石油合作模式的实证分析

中国与苏丹石油合作15年来,取得了举世瞩目的成果。苏丹已从一个经济欠发达的石油进口国变成有完整石油工业体系的石油出口国,石油经济促进了国民经济和社会发展,推动了苏丹和平进程。苏丹石油项目被两国领导人共同赞誉为"中苏合作的典范"。"中苏石油合作模式"的内涵包括:中国石油企业秉承"互利双赢,共同发展"的国际合作理念,主要依靠国际公开招标方式进入苏丹市场,项目经营完全按照国际规范和标准运作,输出先进适用技术,并推进当地人才培养,在当地全面履行企业社会责任。该模式不仅有力地推动了南南合作,加深了中非友谊,促进了中非经贸合作向纵深发展,而且对开拓国际石油合作新领域,有效推动中非合作与发展具有重要意义。

Achievements in 15 years' Sino-Sudanese oil cooperation have attracted worldwide attention.Sudan has emerged from a less developed oil importing country to an oil exporter with a full oil industry.The oil economy has boosted Sudan's economic and social development,and promoted the peace process.Sino-Sudanese oil program was praised by the leaders of the two countries as a model of bilateral cooperation.Abiding by the concepts of mutual benefits and common developments,Chinese oil companies enter Sudan through competitive international bidding,and operate according to international standards.They also transfer advanced practical technologies,train the local people and shoulder full corporate social responsibilities.This cooperation model has pushed forward South-South Cooperation,Sino-Africa friendship,economic and trade cooperation;it has also expanded new fields in international oil cooperation and effectively promoted China-Africa cooperation.
