摘要
节能减排是当今世界降低能源消耗、控制环境污染的主要方法,也是世界各国的重要责任。合同能源管理作为一种先进的能源管理模式和市场化运作的节能新机制,在我国已有近10年的发展历程,取得了良好的节能效果。介绍了合同能源管理的运作模式,结合我国合同能源管理发展的状况,分析了我国合同能源管理发展中面临的诸多障碍。针对目前合同能源管理存在的障碍,提出了推进我国合同能源管理发展的措施和建议。
Energy saving and emission reduction is the main method in the world for reducing energy consumption and controlling environmental pollution and it is also the commitment of all the countries in the world. As an advanced energy management mode and a new market operation mechanism in our country, energy management contract （EMC） has had a development history of nearly 10 years and achieved energy saving result. This paper introduces the operational mode of EMC, and on the basis of the current development of EMC in China it analyzes the difficulties that China is facing in promoting EMC and proposes some measures and proposals for promoting the EMC in China.
