Comment on the Educational Development Concept of Giving Priority to Efficiency with Due Consideration to Equality

效率优先、兼顾公平的教育发展观,是在计划经济向市场经济过渡的历史时期,参照经济领域里效率优先、兼顾公平的经济发展思想提出的一种教育发展理念,在特定的历史阶段内,它推动了教育的快速发展,具有特殊的历史价值与积极意义。在改革开放向纵深发展后,它对教育的发展逐渐产生不利影响,显示出局限性。在新时期,要构建和谐社会,推动教育科学发展,必须保持公平与效率的均衡与协调。

The educational development concept of giving priority to efficiency with due consideration to equality has been derived from the similar principle for China＇s economic development during the transition from planned economy to market economy. This concept, when first practiced, rapidly promoted the educational development in a certain period, showing special historical value and much positive effect. But as the reform and openingup was further deepened, it began to have negative effect on China＇s educational development and showed its limitations. Therefore, in the new era, measures must be taken to keep a good balance and coordination between equality and efficiency so as to construct a harmonious society and to develop education scientifically.
