摘要
小班改革,政策是关键。美国经验表明,在小班改革中,政府职能与目标定位是政策基础;拨款方式与经费分配是政策条件;充分调研与先期实验是政策前提;方案路径与配套措施是政策重心;优先年级与推行方式是政策焦点;教师培训与舆论宣传是政策保障。在改革过程中,像美国那样,我国的小班改革也必须遵循"以学生为本"的原则,不得干扰正常教学秩序,不得减少任何教育服务。
Policy is the key of class size reduction. From the experience of America we know in the policy of small class ,government role and reform objective are the foundation; fund allotment and use are conditions; investigation and pre-experiment are premise; path maps and related measures and implementation are the focus; teacher training and publicity are the guarantee. Like America, our reform also should focus on students and should not interfere in teaching or decrease any service.
