Management and Performance Evaluation of Hospital-level Clinical Study Program

[目的]回顾并评估近5年来中国医学科学院肿瘤医院肿瘤研究所院所级临床课题的管理情况。[方法]对2005～2009年院所级临床课题的立项情况、完成情况进行统计分析,并对已结题课题负责人(2005～2007年度)的研究成果、研究能力及研究中存在的问题进行问卷调查。[结果]院所课题的覆盖率为47.17%;课题负责人以博士、硕士为主;正高职称比例下降,中级职称比例上升。已结题课题中完成率95.52%,其中,58.44%的课题有论文发表,46.75%申请了院外课题。课题负责人通过承担院所级课题在"科研项目的组织实施"、"科研思路"、"设计技术方案"(89.61%、87.01%、85.71%)上得到了提高。63.64%的被调查者与基础科室有合作,83.12%的被调查者与其它临床科室有合作。开展临床科研的主要障碍是:"没有时间"、"医疗环境不允许"、"申请不到经费"(68.83%、61.04%、58.44%)。[结论]院所临床课题在研究型医院建设过程中发挥了积极的作用,主要体现在科研能力培养和科研项目培育上,进一步完善院所临床课题管理尚需建立相应的医院管理模式并加强课题质量管理。

[Purpose] To review and evaluate the management performance of hospital-level clinical study program in CAMS/PUMC from 2005 to 2009.[Methods] The data of approved and finished programs were analyzed,and a questionnaire about research achievements,research ability improvements and hinders during research process were undertaken.[Results] It was found that the population coverage of program was 47.17%,primary investigators（PI） of the program were mainly Doctor or Master degree holders,the ratio of senior academic title holders dropped,while the ratio of medium academic title holders went up.95.52% of whole programs accomplished finally,and 58.44% had publications,46.75% applied for outside funds.By taking a hospital-level program,the ability of ＂program organization and implementation＂,＂research idea creation＂ and ＂research protocol design＂ were thought to be improved （89.61%、87.01%、85.71%）.63.64% of all PI had cooperated with basic scientists and 83.12% with other clinicians.The main difficulties in research were＂short of research time＂（68.83%）,＂rigid clinic environment＂（61.04%） and ＂no research fund＂（58.44%）.[Conclusions] The hospital-level program plays a key role in the establishment of a research oriented hospital （medical centre）,especially in research training and preparative studies.A more adaptive hospital management mode and program quality control is important for more effective program management.
