贵州农村金融制度改革调查与思考

Investigation and Thoughts on Financial System Reform in Guizhou Rural Areas

农村金融制度改革是发展"三农"的一个关键问题。调查显示,近年来贵州省在加快农村金融机构、制度、产品的创新方面取得了突出的成绩,总结了良好的经验,推动了农村经济的发展。但与此同时,农村金融机构业务范围窄、贷款风险高、农户贷款抵押担保难、贷款信用体系不健全等问题也制约了农村金融的发展。因此,贵州省农村金融制度改革仍需要在拓宽农村金融机构服务范围、加大产品创新力度、大力发展农业保险、健全风险控制机制、推进农村金融生态环境建设、完善外部金融监管体系等方面不断努力,寻求新的突破。

Rurat financial system reform is a key issue to develop the ＂countryside, agriculture and farmers＂ problem. Research indicates that Guizhou Province has achieved outstanding results in speeding up the innovation of rural financial institutions, financial systems and products, summarized good experience and promoted the development of rural economy. At the same time, the narrow scope of financial business in the countryside, high risk of agricultural loans, difficulties in mortgage loan securities~ unsound credit system and other factors also restricted the development of rural finance. Therefore, in the process of rural financial system reform in Guizhou , it is still required to broaden the scope of financial services, enlarge the innovation of product, greatly develop agricultural insurance, sound risk control mechanism, promote rural financial ecological environment, and improve the external areas such as financial supervision system to seek new breakthroughs.
