With the economic development,urban construction of the basement and garage become more and more,which propose higher requirements to the design and quality of basement with peacetime amphibious function and put forward higher understanding to rationality and economic benefits of project cost control.Therefore,this article mainly makes discussion on how to do well the cost control of civil air defense design stage and the problems in implementation.
