完善"以房管人"、"以证管人"、"以业控人"政策,需做好出租房的普查、登记工作;建立吸引并迫使出租、承租双方主动登记信息、配合管理的有效机制;使暂住证变为具有较多服务功能的暂住卡,使其附属的服务成为对主动登记、遵守法律者的奖励与激励;建立梯度累进的公共服务享受机制;妥善解决城乡结合部低端产业的非正规就业问题,调整产业政策,拆除违法建设,减少低端流动人口的过多聚集。

To perfect policies of＂management population by the house＂,＂management population by the credentials＂,＂control population by the industrial structure＂needs improve the census and register of the rental housing;and build the effective system of attracting and forcing the lessor and lessee to register information and coordinate with the management;and change the temporary residence permit card into all-purpose card with more service function and make its affiliated service into registering on their own and the encouragement to people who obey laws;establish the grads progressive pubic service benefit system;solve the informal employment problem of low end industrial in urban-rural district properly,adjust the industrial policy,removel the illegal construction,and reduce assembles of the low end floating population.
