法治文化作为文化的一种,其力量是巨大的。其作用原理体现为法的作用、法治的作用及法治文化的作用三个层面,分别对应着"书本中的法"、"运行中的法"与"生活中的法"等法治文化运行的"三步曲"。"三步曲"由浅到深、由易到难、由外到内。法治文化对于人们思维方式的作用特性主要表现为隐蔽而非公开性、彻底而非肤浅性、持续而非短暂性、曲折而非顺利性、感染而非无情性等五个方面。
