海盗行为被称为全人类的公敌,威胁着国际秩序的安全。随着科技的迅猛发展,海盗犯罪的方式和表现也发生着变化。严厉打击海盗犯罪,是每个国家应尽的国际义务。本文分析了当前海盗行为的发展趋势,以及国际社会惩治海盗犯罪的法律依据,提出了国际社会打击海盗的建议,指出中国刑法增设海盗罪的必要性。

Pirate is called＂the enemy of all human＂.It threatens the whole global safety and order.With the development of high technology,the ways of pirate crimes are changing also.It is the task and responsibility of each country to punish pirates.This dissertation discusses the present tendency of pirates,analyzes the international laws and legal base on which the international society attacks pirates.After the global economic crisis,it is necessary to strengthen the punishment against pirates.
