两岸农产品贸易特征分析及政策选择

Analysis On Characteristics of Cross-strait Agricultural Trade and Policy Options

两岸农产品贸易是两岸经贸往来中比较特殊的部分,在大陆对台湾农产品市场准入条件不断放宽的同时,台湾对大陆则实行严格进口限制政策,单方面优惠政策较为突出。本文通过对两岸农产品贸易特征、问题的分析,认为从两岸经贸长远利益考虑,两岸农产品贸易应逐步实现正常化,大陆对台农产品单方面优惠政策应该逐步减少,使对台农产品经贸政策纳入两岸经济合作框架协议(ECFA),回归制度和规则,以减少政策成本和风险,增强两岸农产品贸易前景的可预测性。

Cross-strait agricultural trade is more special component of between Cross-strait economic and trade exchanges, on the Taiwan market access for agricultural products continue to relax at the same time,Taiwan implements strict policy of im- port restriction, unilateral preferential policies are more prominent. Based on the characteristics of Cross-strait agricultural trade and analysis of the problem,in the long run, Cross-strait agricultural trade should be gradually normalized, and Mainland＇s uni- lateral preferential policies should be gradually reduced, promoting economic and trade policies on agricultural products into Economic Cooperation Framework Agreement （ECFA）, and returning to the system and rules, to reduce policy costs and risks and enhance the predictability on the prospects of Cross-strait economic and trade relations.
