完善民族区域自治制度的思考与建议

Suggestions on Perfecting the System of Regional Ethnic Autonomy

民族区域自治制度在我国虽经历了60多年的实践,但仍有许多亟待完善的地方;诸如自治地方形式单一、自治机关组成和自治地方干部配备不够合理、自治权难以落实等;这些"瑕疵"的存在,不仅影响了自治地方、自治民族当家作主、管理本民族本地区内部事务权利的行使,同时已成为发展的障碍,制约了自治地方经济社会的发展。因此,应将民族区域自治制度视为一种随现实的变化而不断发展的制度,对其加以修改、补充,使之日趋完善,如增设"自治市",优化自治机关人员结构,使自治权"硬起来"、"实起来",加大干部学习交流力度,提高民族干部素质等;只有这样,民族区域自治制度才能在保障少数民族平等权利,推动民族自治地方经济社会发展方面发挥更大的建设性作用,永不动摇。

Although the system of National Region Autonomy has been carrying out for more than 60 years, there still exist many issues which need to be improved, such as the unitary form of autonomy, irrational constitution of autonomous organs and allocation of local cadre at autonomous areas. These shortcomings not only have an influence on exercising the rights to be the master of their own destiny and to manage the internal affairs within the local areas by the autonomous areas and autonomous nationalities, but also become the obstacles which constraints the development of the economy and society in autonomous areas. So we should take the system of National Region Autonomy as the one which will be continuously developed with the change of the reality to perfect it by amendment and supplement, eg. , establishing a new autonomous municipality, optimizing the structure of staff in autonomous organs to strengthen and realize the autonomous rights, increasing the study and communication of the cadres to up- grade their qualification, etc. Only with those measures could the national region autonomy system play a constructive role in the aspects of securing the equal rights of nationalities and propelling the development of economy and society in the national autonomous areas.
