探析河南省产业集聚区建设中存在的问题及对策

Analysis of Existing Problems and Countermeasures of Henan Province in Constructing Industrial Gathering Area

产业集聚区建设对促进河南省实现跨越式发展具有重大战略意义和现实意义。虽然河南省在建设和发展产业集聚区方面具有区位、资源、交通、市场、文化等优势,但也存在产业集聚数量偏少、规模偏小,项目用地不足,基础设施不匹配;融资较为困难,创新能力不强等问题。针对上述问题分析具体原因,提出了科学规划,优化产业结构,加强基础设施和公共服务体系建设,加强投融资平台建设,鼓励区内企业自主创新,培养高素质、高技术人才等应对措施。

Construction of industrial gathering areas has strategic and realistic significance to promote Henan province great-leap-forward development.Henan province has certain advantages in constructing and developing industry gathering area,for example,zone,resource,traffic,market,culture,etc.But there are many questions：small number and small scale industrial gather;projects land shortage;infrastructure mismatch;difficult financing;weak innovative capability,etc.Aiming at these problems,the paper analyzes the causes and proposes measures,such as planning scientifically,optimizing the industrial structure,strengthening construction of infrastructure and public service system,strengthening platform construction of investment and financing,encouraging zone enterprises for independent innovation,training high quality,high technical talents,etc.
