Liability operation is a common way of operation which adopted by enterprises. This article made a research on the proper operation of enterprises by analyzing the possibilities, the cost of capital, assessment indexes and the possibilities of risks of liability operation, and suggested the following countermeasures to the proper operation of enterprises.
