新时期农村土地流转模式的运行绩效与对策

农村土地流转是我国农业和农村发展到一定阶段的产物,是在现行家庭联产承包责任制基础上推行的一种行之有效的农村土地制度改进,是新一轮农村改革的突破口和关键。如何在坚持集体土地所有权、农民对土地的承包权不变的前提下,抓住机遇、有序推进农村土地流转,积极采取措施应对土地流转过程中所面临的挑战已成为当务之急。为了更好地规范和促进农村土地流转市场的健康发展,有必要对农村土地流转状况及建国以来农村土地流转模式的运行成果进行分析,并提出可行的对策建议。

The rural land transfer is the product of agricultural and rural development to a certain degree,is an effective improvement of the rural land system based on the existing household contract responsibility system,is the breakthrough and key to a new round of rural reform.The urgent priority is how to reach for the opportunity,to promote orderly the transfer of rural land and to take active measures to cope with the challenges in the process of land transfer with the prerequisite of adhering to the collective land ownership and the farmers＇ unchanging rights of land contract.In order to regulate and promote the healthy development of rural land market better,it is necessary to make an analysis of the condition of rural land transfer and the operating results of its modes since the founding of China,and put forward feasible suggestions.
