农业循环经济主体行为博弈与协同优势分析——兼论政府发展农业循环经济的制度设计

THE SUBJECT BEHAVIOR OF AGRICULTURAL RECYCLE ECONOMY PLAYS CHESS AND ANALYZES IN COORDINATION WITH THE ADVANTAGE——AND CONCURRENTLY DEVELOPS SYSTEM DESIGN OF AGRICULTURAL RECYCLE ECONOMY IN TERMS OF THE GOVERNMENT

提出并分析了政府、企业或农户,消费者及社会独立的农业R&D机构等组成的"四元并联"主体系统模型;运用博弈论理论知识和方法分析了主体之间的博弈规律以及通过经济学理论探讨了主体协同推进农业循环经济发展的优势。在此基础上,以龙须草生态产业链作为实例分析其生态价值与经济效益方面的优势。从增加政府的制度供给、明确环境资源产权、建立绿色认证制度和建立生态技术创新制度等四个方面,提出了政府发展农业循环经济的制度设计。

This article has been put forword and analyzed intension of the systematic model of subject of ＂four element is connected in parallel＂ made up of four element such as government,enterprise or peasant household,public and agricultural RD organization.The authors use the theory and method of game,has analyzed chess match law between four factors,and probed into the advantage that four factors advance the development of agricultural recycle economy in coordination through the economics theory.The authors have discussed its ecological value and advantage of the economic benefits using ecological industry chain of eulaliopsis binata as instance.Suppling from the system which increases the government with,defining the property right of environmental resources,setting up green approval procedure and seting up four respects such as the system of ecological technological innovation,the authorshave proposed the system design that the government develops agricultural recycle economy.
